Ingredients

- 1 cup all-purpose flour
- 1/2 cup ground pistachios
- 1/2 cup sugar
- 1/2 cup butter, softened
- 2 large eggs

Instructions
- Preheat the oven to 350°F (175°C).
- In a bowl, cream the butter and sugar together.
- Add the eggs, one at a time, mixing well after each addition.
- Stir in the milk and rose water.
- In another bowl, mix the flour, ground pistachios, baking powder, and salt.
- Gradually add the dry ingredients to the wet mixture.
- Fill cupcake liners with the batter.
- Bake for 20-25 minutes or until a toothpick comes out clean.
- Let the cupcakes cool before serving.
